Individualized Home Supports Without Training

Our Individualized Home Supports Without Training services are designed to offer comprehensive support, assistance, and supervision to both adults and children residing in their own homes. Our dedicated staff members provide direct supervision, cueing, guidance, instruction, assistance with activities of daily living, and support in coordinating and participating in community living activities. This service is flexible, allowing us to extend assistance either in the individual’s own home or within the community.

Individualized Home Supports Without Training was introduced as part of the State of Minnesota Waiver Reimagine project, a transformative initiative reshaping the landscape of support services. This innovative service amalgamates the previous offerings of Personal Support and Adult Companion, resulting in a more streamlined and effective support system.

While both Individualized Home Supports staff and Personal Care Assistant (PCA) services offer similar care, Individualized Home Supports staff are specifically focused on helping clients increase their independence and access their community.
Can a parent work as an Individualized Home Supports Without Training staff?
Yes, parents can work as Individualized Home Supports Without Training staff, provided the client is an adult.
Can a parent be both an Individualized Home Supports Without Training staff and the Responsible Party for the client?
Yes, under Individualized Home Supports Without Training, the person acting as the client’s Responsible Party is allowed to work as a staff member.

Respite Services

Respite is a short-term care service designed to offer a temporary break for the primary caregiver of an individual. This service can take place either in the individual’s home or at the respite provider’s home. Payment options for respite include Medical Assistance Home and Community Based Services (waiver programs) and private pay.

Respite FAQ

How does Respite work? How long can my Respite breaks be?
Respite serves as a break for the client’s primary caregiver(s). The duration of the respite break varies based on the available respite hours. This break can range from a few hours to an entire weekend, including overnight stays.
Does this mean my Respite staff could work overtime?
While Respite staff are generally not allowed to work overtime consistently, we recognize that, considering the service’s purpose (a break for the primary caregiver), there may be occasions when a respite staff member is required to cover a longer-than-typical break. Your assigned 245D Service Coordinator will guide you on when overtime may be an option under Respite Services.

Homemaker Services

Homemaker Services provided by Zion Living Home Care encompass a spectrum of support, ranging from light household cleaning and laundry to assistance with home management and daily activities. Home Management services include meal preparation, shopping for food, clothes, and supplies, simple household repairs, and arranging transportation. These services are accessible through various payment options, including Medical Assistance Home and Community Based Services (waiver programs) and private pay.

Homemaker Services FAQ

What is the difference between Basic Homemaker Services and 245D licensed Homemaker?

Basic Homemaker Services, not being a 245D licensed service, permit a staff person to assist with cleaning and laundry. On the other hand, 245D licensed Homemaker Services come in two types:

1. Homemaker/Home Management Services: Involves a staff person assisting with cleaning, laundry, meal preparation, shopping, simple household repairs, and arranging transportation.

2. Homemaker/Assistance with ADLs: Allows a staff person to assist with cleaning, laundry, and some physical care.

Is there a different hiring process for Basic Homemaker and 245D licensed Homemaker Services?
Yes, there is a distinction. While all Zion Living Home Care Homemaker employees must complete an employment application and pass a state-required background check, only those working under the 245D license are required to complete an additional 245D Employee Training Packet.
How does a person qualify for Homemaker Services on a Waiver?

There are two scenarios where an individual may qualify for Waivered Homemaker Services:

  • The person is unable to manage general cleaning and household activities in their own home.
  • The primary caregiver(s) regularly responsible for these activities is unable to manage them or is temporarily absent.

Night Supervision Services

Night Supervision Services offered by Zion Living Home Care are a non-preventative overnight assistance and monitoring service provided by staff in the client’s home. This service is specifically designated for clients with assessed needs in areas such as assistance with activities of daily living (ADLs), instrumental activities of daily living (IADLs), implementation of positive support programming, and reinforcement of skill development supports.

Night Supervision FAQ

Does a Night Supervision Staff have to be awake if the client is sleeping?
No, Night Supervision staff do not need to be awake if the client is sleeping. However, caregivers residing in the same home as the client may not be compensated for any time the client is asleep.
How much does a Night Supervision Staff make?
Starting wages for Night Supervision vary, ranging between $18.75 and $19.75, depending on the client’s region in Minnesota. In the metro region, the starting wage for Night Supervision is $19.75.

Individual Community Living Supports (ICLS) Services

Individual Community Living Supports (ICLS) at Zion Living Home Care provide essential assistance and support for older adults requiring reminders, cues, intermittent/moderate supervision, or physical assistance to maintain their independence at home. ICLS covers eligible individuals aged 65 and older, offering assistance in six key service categories:

  • Active cognitive support

Who determines the individual’s qualification for assistance in the six ICLS Service Categories?
Your county case manager will provide Zion Living Home Care with a State of Minnesota Individual Community Living Support (ICLS) Planning Form. This form outlines the ICLS Service Categories in which the individual requires assistance. Zion Living Home Care utilizes this planning form to collaboratively develop the individual’s Coordinated Services and Support Plan (CSSP) Addendum.
Who can provide Individual Community Living Support (ICLS) services?
Relatives and non-professional legal guardians/conservators are permitted to offer ICLS services. However, ICLS Direct Support Staff may not be the individual’s spouse, professional legal guardian/conservator, landlord, or have any financial interest in the person’s housing.
Are Zion Living Home Care ICLS Direct Support Staff capable of performing all the supports listed in the six ICLS Service Categories?
Yes, Zion Living Home Care ICLS Direct Support Staff are equipped to provide all supports listed in the six ICLS Service Categories, excluding medication set-up and administration. However, our staff is trained in medication assistance.

Caregiver Living Expenses Program

The Caregiver Living Expenses program at Zion Living Home Care offers reimbursement for specific expenses, namely rent and food, incurred by a caregiver residing in the same household as an individual receiving waivered services and providing approved support. This program is accessible for individuals on either the Developmental Disabilities (DD) Waiver or the Community Access for Disability Inclusion (CADI) Waiver.

Caregiver Living Expense FAQ

Who determines if my roommate is eligible for a Caregiver Living Expense reimbursement, and how is the monthly reimbursement amount determined?
Your County Case Manager will provide Zion Living Home Care with a State of Minnesota Caregiver Living Expenses Worksheet, detailing the name of the authorized live-in caregiver and the monthly reimbursement amount.
Are there any restrictions on who can be my authorized live-in caregiver?
Caregiver Living Expense reimbursements are exclusively available to individuals who are NOT related by blood, marriage, adoption, or are otherwise legally responsible for the client.
Is this payment an “advance” on rent?
No, the Caregiver Living Expense is a reimbursement for specific expenses, including rent. It is not an advance on someone’s rent. The authorized live-in caregiver becomes eligible for each month’s reimbursement after working at least one shift of their authorized service within the month they are seeking reimbursement for.

Personal Support Service

Personal Support, a service provided by Zion Living Home Care, encompasses non-medical care, assistance, and supervision delivered in the individual’s home or community. This tailored, one-on-one service is crafted to enhance the individual’s independence and participation in community activities.

As of January 1, 2021, the State of Minnesota successfully implemented Phase One of the Waiver Reimagine Project. In light of this change, Personal Support services have transitioned into a new offering known as Individualized Home Supports Without Training.
